This project remedies the lack of
information on Free/Libre/Open Source Software (1) starting at the
very beginning: by conducting surveys to generate a unique base of
primary data on Free/Open Source Software usage and development;
identifying indicators to measure value creation and dissemination
in the OS/FS arena; identifying business models based on these
indicators; identifying the impact of and recommending changes in
government policy and regulatory environments with regards to OS/FS;
finally, the development of a base for extending these to the
broader economic measurement of non-monetary and trans-monetary
activity in the information society, beyond the domain of OS/FS. |

independent study on promoting the re-use of software owned by
public administrations. The study recommends the creation of a
software clearing house to which administrations can "donate"
software. This facility, which would concentrate on applications
specific for the needs of the public sector, could encourage the
replication of good practice in eGovernment services.

El Programa IDA (Intercambio de
Datos entre Administraciones), ha elaborado el documento "Estudio
del Programa IDA sobre el uso de los programas de fuentes abiertas
en el Sector Público", para cuya realización ha contribuido
activamente el Ministerio de Administraciones Públicas.
El estudio tiene los siguientes objetivos:
-- Difundir el conocimiento de las soluciones disponibles actualmente de
programas de fuentes abiertas o software libre con identificación de
sus categorías y sus problemas de interoperabilidad.
-- Conocer el grado de difusión en
los Estados miembros y la base instalada. Para ello se analizan los
casos concretos de varios Estados miembros, entre ellos España, a
través de la participación del Ministerio de Administraciones
Públicas.
-- Analizar diversos aspectos
ligados a su utilización, con especial atención a las cuestiones de
licitación pública y coste total de propiedad.
